The payment for clean water will only be offered as an option. Thus, the debate on water for free or a price misses out the vital point of the choice that will be exercised by the community. Any project that is not sustainable will be thrown out eventually by the community. So, this whole exercise of offering clean water to the poor at a reasonable price should be experimented with. Moreover, it is unrealistic to depend on the govt to give us everything.

When I lived in the U.S. my landlord paid a fairly hefty municipal water bill for our 2 appartment, 7 bedroom house (8 people showering, cooking and cleaning every day). It was the main reason he installed a coin-operated as opposed to a free washer/dryer combo.

As far as I know water is not provided free in developed countries. Water and sanitation charges are commonly included among local government charges on property.
